DOE will also evaluate the effects on manufacturers and will employ an industry-specific cash flow model specifically tailored to this type of product to calculate manufacturing NPV. Additionally, DOE will consider the potential impacts on small business manufacturers and other manufacturer subgroups to identify any that could be affected in a different way by these proposals.

DOE will also consider whether the test procedure for microwave ovens needs to be updated in order to include active mode power consumption and a possible integrated energy use metric. Currently, the test protocols only deal with standby mode power use.
